Need

Why is more housing needed?

Government housing targets in North Yorkshire have vastly increased, with the most recent housing target totalling 4,144 new homes a year, up from 1,384 previously.

Delivering a mix of new homes can help provide opportunities for local people to stay in the area, support the local economy, and contribute towards meeting wider housing requirements.

How will you mitigate the impact on local health services and schools?

We will work closely with the Local Authority and relevant service providers to understand any potential impacts through the planning process. Where necessary, appropriate mitigation measures or financial contributions may be agreed through the planning process to help support local infrastructure and services.

Timescales

What are you consulting on at this stage?

At this stage we are seeking feedback on proposals for new homes in Carlton before a planning application is submitted. The consultation allows residents and stakeholders to review the emerging plans and share their views so that the proposals can be refined, where possible.

Is this the final opportunity to engage with the plans?

No. Once a planning application is submitted, residents will be able to submit comments to North Yorkshire Council’s planning portal as part of the formal planning process. If the project progresses, there may also be further stages where additional details are shared and feedback can be provided.  This will be an outline planning application and there will be further opportunities for consultation at the detailed stage, if this application is approved.

What is the expected timescale and process for the development?

Following this consultation, a planning application is expected to be submitted to North Yorkshire Council.  The Council will then conduct its own consultation and determine the planning applications.  Following this, detailed plans will need to be worked up, submitted and determined by North Yorkshire Council, before any construction work can start on the site.

New Homes

What kinds of homes would be included?

The proposals will include a mix of home sizes and types designed to meet different local housing needs.

How many affordable homes will be provided?

The development is expected to include a proportion of affordable homes in line with Local Planning Authority policy. Currently, the plans propose 7 affordable homes.

What will the new homes look like?

Detailed design proposals will follow, should the outline planning application be successful.

Will the homes be energy efficient?

Yes. New homes will be built to modern building standards, which require significantly improved energy efficiency compared with older housing. This helps reduce carbon emissions and can lower energy costs for residents.

Ecology

What ecological surveys have been carried out?

Ecological assessments are undertaken as part of the planning process to understand the existing habitats and wildlife present on the site. The findings will inform the design of the development and any necessary mitigation measures.

Will the development provide biodiversity improvements?

Yes. Developments are required to deliver biodiversity net gain, meaning that new habitats and landscaping will be created so that the natural environment is enhanced overall.

Flood Risk

Will the development increase flood risk?

Flood risk is carefully assessed as part of the planning process. Drainage strategies are designed so that surface water is managed on site, and the development does not increase flood risk elsewhere.

Roads and Traffic

How are you considering the impact on local roads?

Transport assessments are carried out to understand how the development may affect the local road network. These studies help inform the design of access arrangements and identify any improvements that may be required in agreement with the Local Highway Authority.
